Maka dari itu pemerintah Dinas Komunikasi dan Informatika menerapkan e-government dalam pelayanan kepada publik yaitu layanan darurat Call Center 112. Namun kesiapan (e-readiness) dalam penerapan e-government pada layanan darurat tersebut terdapat tantangan yakni faktor penghambat. Adapun penelitian ini memiliki tujuan untuk mengidentifikasi faktor penghambat dari layanan darurat Call Center 112. Jenis penelitian yang digunakan adalah penelitian deskriptif kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi pustaka. Adapun teknik analisis data berupa analisis domain,analisis taksonomi, analisis kompenensial, dan analisis tema kultural. Temuan pada penelitian ini terdapat beberapa faktor pengambat dalam program layanan darurat Call Center 112 terkait koordinasi antar OPD (Organisasi Perangkat Daerah) dalam penempatan perwakilan personil, panggilan iseng (prank call) dari masyarakat kota Samarinda, dan pelacak lokasi untuk mendapatkan titik lokasi penelepon dengan akurat.<\/strong><\/li>\n<li>  5.
