4. Description [Abstrak] : This article aims to explain Japan’s policy-making process in updating export control regulations to South Korea. The type of this research used is descriptive. The data used is secondary data sourced from books, journals, and other related publications. Data were collected by library research method. Then, the data were analyzed using qualitative methods. To answer the research questions use System Theory and the second model of the Decision Making Theory. The results of this study found that the first process carried out was to determine organizational actor, namely Ministry of Economy, Trade and Industry (METI). In the process, METI has a dominating role compared to other parliaments and ministries because METI has the primary responsibility for managing Japan’s export control licenses. Japan’s export control policy update is being processed by taking into account the goals, priority scale, standard operating procedures and previous habits, and is made to avoid the uncertainty that could arise due to South Korean negligence. In setting policy, there is no change from METI’s attitude to the previous case. This is because METI remains firm and provides administrative sanctions to South Korea even though it ultimately causes Japanese exports to decline. The coordination process can be seen from the influence of Diet’s attitude that wants to change the export control relationship with South Korea. Finally, METI decided to renew the license categories for three chemicals exported to South Korea.<\/strong><\/li>\n
