\nIn Fishing Convention No. 188\/2007. The research method used in this thesis is
\nexplanatory research. The technique of data collection was conducted with
\nliterature study using primary sources in the form of ILO Work in Fishing
\nConvention, 2007 (No. 188), and Recommendation, 2007, Law No. 15 of 2016
\nregarding the Ratification of Maritime Labour Convention, 2006 and secondary
\nsources from data, documents, or reports related with the topic of this thesis. The
\nauthor used Anatol Rapoport\u2019s Rational Choice Theory in this thesis. The results of
\nthis study showed that the reason why Indonesia did not ratify the ILO Work In
\nFishing Convention No. 188\/2007 is based on Indonesia\u2019s rational choices that
\nrelated to the consideration of profit and loss calculations in order to maximize the
\nprofits and minimize the costs in the decision-making process. Indonesia\u2019s profits
\nare not comparable to the economics costs and the administrative burden in
\nreporting and implementing the ILO Convention No. 188\/2007. As a result of
\nIndonesia\u2019s consideration on not ratifying the ILO Convention No. 188\/2007, it
\nposes a risk where Indonesia\u2019s fisheries sailors work under the uncertainty of legal
\nprotection, Indonesia must accept the principle of no more favourable treatments,
\nand the number of illegal manning agencies is increasing due to overlapping rules
\nfrom the authorities regarding permits and license.<\/strong><\/li>\n
