  • 4. Description [Abstrak] : Special Economic Zones in Batam is part of the investment activities in Indonesia. The pioneer of Special Economic Zones had been exist with the enforcement of constitution about free trade and free port. Facilities or convenience is a factor that will attract investors, through this facility, it is expected investors just simply come to the concern government to take care of all permits relating to the investment activities. On the other side, facilities or incentives provided by legislation to investors, such as privileges or special treatment in certain different outside SEZ areas, that is the tax holiday for a period of time, the suspension or exemption of import duty, including tax. That the implementation of a special economic zone after the enactment of the Free Trade Zone in Batam Island couldn’t be done good enough because of the law certainty of the Special Economic Zones have not been able to be passed into law by the House of Representatives, then doubts would emerged from the investors so that they would see the level of legal certainty in Indonesia is very low because the ease regulations issued can change by itself.
